My client, a well-known Training Provider based in the Croydon area, is seeking a Head of MIS & Funding to join their ever growing team.

JOB ROLE

  • To deliver timely funding returns to the funding agencies and Primes.
  • To manage and produce accurate and timely data reports on all aspects of learner applications, performance, funding, and progression.
  • To line manage the data and compliance teams.
  • Ensure there is a managed access to comprehensive, reliable, relevant and up to date information and high-quality reporting facilities.
  • To advise and guide the Senior management and other staff in respect of a variety of company funding streams and methodologies attaching to learner activity to help shape the design and recording of curriculum to maximize performance and funding.
  • To maintain highly developed business planning processes including reporting, assisting with strategic planning for curriculum development and responsibility for the planning and modelling systems.
  • To be responsible for using the Company's data cleansing processes to ensure the learner data is compliant with Education and Skills Funding Agency (ESFA)regulations. Systems used in these processes will include Funding Information System (FIS), Provider Data Self-Assessment Toolkit (PDSAT), the Hub and the Funding Rules Monitoring Reports.
  • Responsible for European Social Fund (ESF) Data Analysis.
  • RESPONSIBILITIES

    • Develop operational and strategic and operational plans for the MIS services that secure the reputation and future of my client and drive improvement in line with our strategic aims.
    • Routinely provide SMT with accurate and intelligent data that supports both judgement and decision making.
    • Lead on the development and management of the analysis of learner performance, course related and funding data to evaluate the effectiveness of this client’s provision.
    • Identify and lead on opportunities and requirements for outcome, system and process refinement and development.
    • Maintain expert knowledge of national, regional, and local developments in Further Education, particularly as they affect information services. To have a detailed knowledge of all funding agencies policies and procedures, on Funding Learning, Information and Auditing requirements.
    • Support curriculum provision in the monitoring and evidencing of progress against appropriate targets, initiating proactive and supportive relationships that drive improvement.
    • Lead on contract audits, and provide support to finance audits, ensuring the prioritisation of prompt provision of information and response to queries or audit findings based on well maintained, high-quality data.
    • Ensure that the MIS department is driving and managing change to ensure staff are enabled to provide first class customer services and are engaged in continuous improvement in line with my client’s priorities.
    • Develop and maintain policies, procedures, and processes along with initiatives in order to meet the needs across departments and audit requirements.
    • Keep detailed accurate records using appropriate PICS Web and other necessary systems.
    • Promote safe and healthy working practices in learning areas, applying and complying with health and safety regulations.
    • To represent the Company at Performance review meetings and with respect to Learner data to liaise with Ofsted and Funding Agencies.
    • To lead the development and growth of new, better reporting and analysis to assist management decision making and monitoring. To collaborate with teaching staff to ensure that learner information assists learning and the tracking of learner progress and destinations.
    • To act as Data Protection Officer and to be responsible for data integrity and compliance with GPPR.
    • To proactively develop, maintain and administer models that allow accurate planning plus reporting on trends, areas of concern and variances.
    • Participate in training and development activities as appropriate.
    • Attend team, department and provider meetings as required.
    • Follow and comply with safeguarding procedures.

    PERSON SPECIFICATION

  • An appropriate academic or professional vocational qualification at degree or higher degree level
  • To have achieved Maths and English up to level 3.
  • Experience of PICS and ProAchieve
  • Advanced IT skills up to at least level 3. Ability to create and query complex data bases.
  • Experience of at least three years in working on government data returns for post 16 funded learners.
  • In-depth experience of managing traineeships, AEB, loans and apprenticeship funding streams
  • Experience of managing people.
  • Ability to lead major change and development as demonstrated by performance in previous positions.
  • Experience of effective performance improvement and quality assurance in further or secondary education.
  • A sound understanding of the relevant post 16 qualifications and funding frameworks.
  • Awareness of a variety of relevant funding mechanisms and income streams and the acumen to ensure cost-effectiveness in the delivery of the Company’s learning programmes.
  • The ability to set and achieve demanding performance targets and to effectively manage any identified underperformance.
  • Interpersonal and communication skills of a high order which are applicable to a range of partners and of clients.
  • The qualities of a team player; the ability to work flexibly and effectively as a member of the management group and Curriculum and Learner Experience Group and to make a positive contribution to the corporate management of the Company.
  • Willingness to work variable hours when necessary to meet the requirements of the post.
